Harding 2: Racing Needs "National Penalty Database"

Australian Racing Board chief executive Andrew Harding also told The Australian that he would "recommend to the ARB that it look at the Australian Law Reform Commission's 2008 recommendation that the federal government set up a sentencing database".  Harding explained: "What I will be suggesting to the Board is that we develop a national penalty database listing all sentencing statistics for all breaches of the rules of racing, whip rules & all others. The Law Reform Commission was faced with the same problem of inconsistent penalties from state-to-state & their idea of a national sentencing database has equal merit in racing."
